Staff members of public administrations may request access to the full system from their federal state authority in charge (see contact).

Up-to-date, comprehensive, and reliable information on chemical substances and preparations is crucial in all areas of environmental protection and for averting danger. The GSBL database has been created and run for providing such information in a uniform manner, primarily to public authorities, but in recent years partly to the general public as well.
GSBL is a nationwide project and operated conjointly by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety and the Environmental Ministries of the participating Federal States of Germany (Länder). The project based  on the VKoopUIS project 53, and provides the informationsystem "chemicals of the Federal Government and the Länder" (ChemInfo).

The cooperation was established through an administrative agreement in 1994.
